What is BSNL VRS 2026?
Bharat Sanchar Nigam Limited (BSNL), India's state-owned telecom company, has been under pressure to reduce its workforce since its financial revival began in 2022–23. After the 2019 VRS saw approximately 78,000 employees opt out, BSNL still employs around 52,000–55,000 staff as of early 2026.
In January 2026, NITI Aayog circulated minutes of a telecom review meeting chaired by the Prime Minister, noting that BSNL's employee strength remains higher than optimal. The Department of Telecommunications (DoT) was asked to submit a staff rationalisation plan by October 2026. The BSNL Employees Union (BSNLEU) flagged concerns in March 2026, indicating that a second VRS round was being actively discussed.

BSNL VRS Formula (Based on 2019 Scheme)
The 2019 BSNL VRS used this formula, which is expected to be the basis for any 2026 scheme:
- Ex-Gratia (Completed Service): 35 days' salary × completed years of service
- Ex-Gratia (Remaining Service): 25 days' salary × years remaining to superannuation
- Salary for formula: Basic Pay + IDA of the last month
- Gratuity: (15/26) × last basic pay × completed years of service (max ₹20 lakh)
- Pension: Continues as per qualifying service if ≥ 10 years service completed

What is the BSNL VRS 2026 ex-gratia formula?
Based on the 2019 BSNL VRS: Ex-Gratia = (35 days × Basic+IDA × completed years) + (25 days × Basic+IDA × remaining years to superannuation). The official 2026 formula will be confirmed in the scheme notification.
Who is eligible for BSNL VRS 2026?
Based on 2019 precedent, employees who have completed 15 years of service or are above 40 years of age are typically eligible. Absorbees, deputationists, and those on contract are usually excluded. Official 2026 eligibility will be announced with the scheme.
Will pension continue after BSNL VRS?
Yes, if you have completed the minimum qualifying service (10 years for pension under CCS Pension Rules). Pension is calculated on the last pay and qualifying service at the time of VRS, same as normal superannuation. You can also commute up to 40% of pension for a lump sum.
Is BSNL VRS ex-gratia taxable?
Ex-gratia received on VRS is exempt from income tax up to ₹5 lakh under Section 10(10C) of the Income Tax Act. Amount above ₹5 lakh is taxable. Gratuity is separately exempt up to ₹20 lakh under Section 10(10). Consult a tax advisor for your specific situation.
